They were written by Hanban, the Office of Chinese Language Council International, to organise and describe objectives and content for a standardised Chinese language curriculum around the world.
My View
Although these books describe the knowledge, competency and skills a Chinese Teacher should have, they do not describe how Chinese Teachers can acquire these skills. What is missing is a form of professional training that would allow Chinese Teachers to understand what is written in these books and apply this knowledge inside the classroom.
